If you are a British citizen then you are British. Most people in London, even now, are British citizens either by birth or because they applied for citizenship. Simply moving to London and living there doesn't automatically make you British though.

Just living there doesn't make you British - if you were born in Britain since 1983, AND at least one of your parents was a British citizen at the time of your birth, or if you were born there before 1983 regardless of your parent's citizenship, then yes you are. Otherwise no you're not.
